Not exactly. 

Kolb will never have a majority of anything. Kirwin&#039;s win will deny the Assembly DEMS a veto-proof majority. It&#039;s a moot point anyway, IMHO. While Silver HAS had a veto proof majority at various points in time, such a thing is out of the question for the Senate. It&#039;s so evenly divided that it will NEVER be able to veto ANYTHING -- regardless of who&#039;s in the majority.</description>
