DOB Issues Call Letter: No Increases For Agencies
Gov. Andrew Cuomo’s Division of Budget released its “call letter” from Director Bob Megna this morning, the document that in broad strokes outlines the administration’s spending goals for the coming 2013-14 fiscal year.
Megna writes that agencies must request level funding for the coming year.
In other words, 2013-14 budget requests cannot achieve zero growth through fiscalgimmicks or one-time actions. Funding requests for new initiatives must be offset bycorresponding reductions elsewhere in your budget. Maximization of your agency’s useof Enterprise Shared Services will assist in achieving this objective.
Megna writes in the letter to the department chiefs that the goals of streamling and consolidation remain, along with keeping state spending increases at 2 percent or less.
“The Governor is committed to keeping spending growth to two percent or less over the course of his Administration as we continue the difficult task of eliminating our remainingstructural deficit and providing the strong fiscal framework that will return New York toeconomic preeminence,” Megna wrote in the letter.
The fiscal year begins April 1.
