The budget problems of New York’s counties are nothing new. And county executives say that’s largely because of unfunded state mandates. And for counties in the Hudson Valley, there is now also the issue of storm recovery costs. Albany County Executive Dan McCoy, Dutchess County Executive Marcus Molinaro, and Ulster County Executive Mike Hein explain the situation.
