Unfortunately, Wall St. has so much clout in Congress, this revenue source is not being mentioned. It would give Grover Norquist nightmares as it would definitely be a tax increase, however you slice it. Gov. Cuomo went to DC to plead for $40 billion in aid for Sandy cleanup. At the same time, the state collects a very small stock transfer tax and then rebates, sends it back, to the Street….amounting to an original total of $16 billion. Suppose Barack, Speaker Boehner, and Sen. Reid (and Schumer) support NY sending this $16 billion to DC; and agree to do it for 2-3 years. It would then be sent back to Albany. But any flack from the Street would be dealt with in Wash., which ,metaphorically speaking, has bigger shoulders than Albany. It really has to be imposed at the national level.

Unfortunately, Wall St. has so much clout in Congress, this revenue source is not being mentioned.
