A Cuomo administration source this morning said the governor will focus on upstate economic development in his third budget presentation this afternoon.

Remarkably few details have leaked out on the budget proposal, which is expected to include Cuomo’s self-imposed 2 percent spending cap on budget increases and no new broad-based tax increases.

Unlike his third State of the State addresses that emphasized a host of base-friendly social items, Cuomo doesn’t plan any “surprises” in the budget address.

The source says the governor plans to expand on his plans for the upstate economy that he detailed in his State of the State speech given earlier this month.

That includes a renewed focus on marketing upstate New York with a coordinated campaign for the region, the promotion of New York-based products, the marketing of regional attractions and a special events advertising campaign.

“The key to the governor’s budget agenda is investment in the upstate economy,” the Cuomo source said, adding that Cuomo will continue to “hold the line” on taxes and spending.

Cuomo is not expected to touch on casino gambling as a revenue source of this fiscal year, considering that it’s unlikely any cash would come to the state by the end of the 2013-14 fiscal year.

Spurring the upstate economy forward has been a longtime trouble spot for governors dating back decades as the jobs base leaves for other areas of the country following the decline of industrialized cities like Rochester, Buffalo and Syracuse.
