The Rochester-based business group Unshackle Upstate released its 2013 legislative agenda, with the focus placed on reforming state mandated spending, reducing taxes and spending and tempering borrowing.

“Over the past two years, New York State has made significant progress in rebuilding its economy but the fight to save our state is far from over,” said Brian Sampson, executive director of Unshackle Upstate. “Our 2013 agenda clearly identifies the challenges facing Upstate families and businesses and advances realistic solutions that will help make the state a place where can all grow and prosper. We need to take care of the unfinished business of past sessions so New York can truly call itself the Empire State.”

Unshackle, along with other business groups like the Business Council have been able to point to multiple victories since Gov. Andrew Cuomo took office, including a cap on local property tax increases and a new, less generous pension tier.

But there’s been some unrest from both businesses and municipal governments over the annual bugaboo that is mandated spending on local governments while the Cuomo administration pushes the claim that “New York is open for business.”
